California landscape contractors performing $500+ of work need a CSLB C-27 license, and anyone applying pesticides commercially needs a DPR Qualified Applicator License plus county agricultural commissioner registration. California requires workers' compensation from the very first employee — there is no small-employer exemption, and officers of a corporation must formally exclude themselves in writing.
