California requirements for restaurant & bar businesses
The California ABC issues Type 41 (beer and wine) and Type 47 (full bar) licenses; a lease or landlord will usually demand liquor liability before the license goes active. California has no general dram-shop statute for service to adults, but the exception for obviously intoxicated minors — plus ordinary negligence claims — makes liquor liability standard, not optional.
Workers' compensation in California
California requires workers' compensation from the very first employee — there is no small-employer exemption, and officers of a corporation must formally exclude themselves in writing. Rates are developed through WCIRB (California's own rating bureau, not NCCI), and restaurant & bar payroll typically rates at $2.50 to $7 per $100 of payroll for restaurant class codes, with tipped wages included in the payroll base. AB 5 pushes nearly every worker onto a W-2, so payroll you may have treated as 1099 belongs on the comp policy. Miscoded payroll is the single most common reason California employers overpay, and it surfaces at audit rather than at bind.
